How come countries/places are lost in problems?

I have been looking at the same adverts on television/media for nearly 40 years. There is always a country lacking fresh water, food and there is always some disease/illness that is difficult to get rid of that needs you to pay £2 a month or whatever. It’s not bad to give though, but to have the same issues repeated for decades just doesn’t seem to make sense. We might even have flying cars sooner than these issues being fixed. To see these countries still going through problems and ignore it as though it was meant to happen is just silly.
